BOCA RATON, Fla. – It doesn’t take much searching to spot the fallout from the newest Florida law seeking to erase DEI, or diversity, equity and inclusion, from public campuses.

Several weeks ago, for example, staff offices at Florida Atlantic University’s Center for Inclusion, Diversity Education and Advocacy in Boca Raton were vacant, with name plates blank and abandoned desks, plus LGBTQ+ flags, posters and pamphlets left behind.

Elsewhere on the palm-tree-framed campus, a sign for the “Women and Gender Equity Resource Center” remained, but a laminated paper on the door offered a new identity, “Women’s Resource and Community Connection Division of Student Affairs.”

In Florida, which, along with Texas, has the most extreme anti-DEI laws in the country, virtually all DEI staff have been fired or reassigned and offices shuttered — but that’s not the only story. There is also mounting resistance to the laws.

Students have devised workarounds, like camouflaging FAU’s annual homecoming drag show as “Owl Manor,” nodding to the school mascot. Mary Rasura, a senior, launched an LGBTQ+ newspaper, “Out FAU,” saying, “It just seemed like a no-brainer. You know, we are still a community. Like, we’re still here.”

And while some wary faculty members have recast their lectures, others have boldly not done so. Prof. Robert Cassanello at the University of Central Florida in Orlando — one of the nation’s largest campuses with 70,000 students — warned in red ink on the syllabus for his graduate seminar on the Civil Rights Movement (as for all courses he teaches) that he “will expose you to content that does not comply with and will violate” anti-DEI laws.

Cassanello feels compelled to object. “My area of research is Jim Crow and the Civil Rights Movement,” he said. Being told not to discuss institutional, structural racism, “that’s like, what would be the point of me teaching? You know, I might as well just go home.”

The anti-DEI pressure in higher education has caught on — the Chronicle of Higher Education’s DEI tracker identifies 85 anti-DEI bills introduced in 28 states since last year, with 13 becoming law — but it is hardly something that colleges and universities came to on their own. Rather, it is a campaign led by the conservative activist Christopher F. Rufo and other far-right influencers seeking to make “DEI” as scary and repulsive a term as “CRT” (Critical Race Theory). Rufo has said as much.

And while Rufo frames DEI as an affront to colorblind meritocracy, Brendan Cantwell, a professor at Michigan State University who studies politics and policy in higher education, argues that there is nothing ideological in how DEI offices operate.

“The DEI movement as it manifests in colleges and universities is not radical,” he said. “It’s very bureaucratic and institutional.”

Cantwell said DEI shows up in tasks such as student advising or ensuring that databases accommodate gender identities and meet federal regulations — efforts that have arisen over the past decade as a direct response to campuses growing more diverse, racially and in other ways. DEI also covers veterans, first-generation students, international students, members of the LGBTQ+ community, people with disabilities and people of different faiths. The aim has been to institute policies and practices that allow all students to feel accepted.

But now anti-DEI laws are reaching beyond attacking such functions and seeking to control what may be taught in college courses.

“We are fighting over whether or not political parties that are in control of state government, in control of Congress, can control higher education,” Cantwell said. This is not about regulating funding or financial aid, but “what people learn” and “how colleges and universities can serve their students and staff.”

That was apparent in January when the Board of Governors for Florida’s state university system, in approving regulations for the new anti-DEI law, also removed sociology from the list of courses that meet general education requirements. (On the social platform X, Education Commissioner Manny Diaz berated sociology as “woke ideology.”)

For Prof. Michael Armato, the sociology undergraduate director at UCF, the elimination of general education credit for his discipline was upsetting enough; introductory sociology enrolls 700 to 800 students per semester. But more disturbing, he said, “was the absolute silence on behalf of our administrators” who failed to defend the field or challenge state “meddling” in campus curriculum.

“What’s next?” he said, noting that fields like literature, anthropology and psychology also grapple with issues of race, gender and sexuality. “There is this sort of fear hovering over us,” said Armato, raising concerns “for what we can teach, for what we can advise students about.” As a result, his department now allows faculty who are assigned to teach potentially hot subjects like race and ethnicity to bow out. “It is their neck on the line,” he said.

Yet he is not backing down himself. He is preparing to teach a graduate course that includes Critical Race Theory.* “I refuse to kowtow to attempts to have me not teach what is the accepted and documented evidence within my field,” he said. Last semester, he taught a course, “Beyond the Binary.” Still, Armato wonders, “Is this going to blow up on me?”

Certainly, it’s easy to spot worry on campuses. At UCF, the student government counts on staff members to run an annual diversity training. The staffer responsible for it said he was unsure if it could happen — “we are waiting on guidance” — then ignored all follow-up emails. Across the state, more than a dozen campus leaders, including administrators, faculty representatives, staffers and student leaders who were contacted, declined to be interviewed about DEI or even to answer questions via email. Some apologized, as one did after initially agreeing to an interview, that “this is a very sensitive subject for state employees.” Some spoke only on background.

In teaching, Cassanello has a latitude that others don’t, because he has tenure. “If I were a lecturer, and I see what’s going on in Tallahassee,” he said, “I would say, ‘Maybe I don’t teach that concept.’”

Marissa Bellenger, one of Cassanello’s graduate students, was warned by a visiting professor teaching a lecture course on American history for which she is a teaching assistant. “He said, ‘You know, be careful of students asking you questions to get a rise out of you, to get you to say something that will get you in trouble,’” she said when we met outdoors in a shaded spot on campus. “I mean, if he’s worried about you, that says a lot.”

Bellenger, from Tampa, is studying for her Ph.D. at UCF, and has weighed leaving the state but would want to “come back and teach here. But then, it’s like, what is there to teach? You know, I’m going to be censoring myself.”

Such calculations are shaping Grace Castelin’s plans. Castelin, a senior and the president of the UCF chapter of the NAACP, sees professors avoiding certain discussions; they offer comments like, “Oh guys, you know, so the law, I can’t really say too much on this,” she said, or, as another did, add a disclaimer about “not trying to impose any beliefs on you guys.”

“It’s frustrating. It’s like we’re not getting the full course content,” Castelin said. She plans to go out of state to attend graduate school in public policy. “I applied to seven schools. None of them are in Florida,” she said. “If I stay here, I’m not going to learn the content that I need to know without it being censored.”

It is this kind of worry that spurred Michael H. Gavin, the president of Delta College in Michigan, a two-year institution, to start Education for All a year ago. The group gathers some 175 higher education leaders, many of them community college presidents, to monitor attacks on DEI and coordinate support through an online discussion list and regular meetings.

Gavin, who wrote a book on white nationalism and politics in higher education, said it is critical for leaders in states not facing anti-DEI laws to speak up for those who cannot. “Let’s not get tricked into this notion that we have to somehow be quiet about things that are right in our domain,” like restricting curriculum topics and banning books, he said.

He added that anti-DEI attacks are particularly damaging to students in community colleges, many of whom are from marginalized groups, “because the rhetoric is about their very identity.”

Conservative activists cast the anti-DEI movement as a sober pursuit, but opponents say it appears bent on chasing certain people from view or halting efforts to acknowledge and serve them. This, despite the fact that high-quality research shows the value of “belonging” to student success.

But even as home pages for DEI offices are redirected or show error messages, services may still exist. For example, the University of North Florida in Jacksonville dissolved DEI-related offices, but OneJax, which had run UNF’s Interfaith Center for 11 years, became an independent nonprofit. Elizabeth Andersen, the executive director, said the group hired the same leader who is “continuing to serve youth in an interfaith capacity on campus.”

Severing campus ties left them without office space or supports, like HR and IT, however. “It’s been a difficult nine months,” she said.

Andersen finds the anti-DEI landscape absurd. “The idea that diversity, equity and inclusion have been co-opted to be bad words is bizarre to me,” she said.

A sense of outrage fuels Carlos Guillermo Smith, a policy adviser for Equality Florida and a former state representative now running for the state senate. Smith, a UCF graduate, helped lead a large protest on campus last spring. Smith is campaigning to support abortion rights, affordable housing and college affordability — and to hold DeSantis’s administration “accountable.”

Despite the clampdown in Florida, Smith said he sees no choice but to speak up and push back. “Resistance, public pressure and litigation are the only paths” to counter “the far-right’s extreme agenda of censorship and control,” he said.” I am committed to that fight for as long as it takes.”

WARM SPRINGS, Ore. — Rosanna Jackson, an enrolled member of the Confederated Tribes of Warm Springs here, counts herself as one of the resilient ones. Her childhood in the 1970s and 80s was tough. Home didn’t always feel like a safe place to be.

There’s a stigma that leads to people “not talking about their feelings and not wanting everyone to know that they’re hurt or in pain,” she said of many in her community who have dealt with similar childhood trauma.

But that silence can be lethal, Jackson said. Now an adult who has dedicated her life to helping her tribal members be more resilient, Jackson is leading the effort to create the nation’s first suicide helpline staffed by and designed for Native youth.

“I’m hoping that my youth will come out of their shell and help each other,” Jackson said. “It’s OK to not be OK. It’s OK to talk about what’s on your mind.”

Native youth have one of the highest rates of suicide of any demographic in the country, according to federal data. While American Indian and Alaskan Native teenagers reported feelings of sadness and hopelessness that tracked with national averages, they were more likely than their peers of other races to seriously consider suicide, to make a plan to die by suicide and to attempt suicide. That’s according to the latest youth risk behavior survey for high schoolers by the U.S. Centers for Disease Control and Prevention.

Native leaders say their young people are facing an acute mental health crisis and could particularly benefit from the kind of support a helpline run by and for Native youth would provide.

There are only a small number of suicide crisis lines in the country that are staffed by young people. Youthline, the 21-year-old program in Oregon that is behind Jackson’s effort, is one of them. California and Arizona also have long-standing peer lines for teenagers. And while there’s no single national directory of every suicide crisis call center, most don’t cater to people with a specific identity. The Trevor Project is a large helpline for LGBTQ+ youth, but volunteer counselors must be 18 or older to take calls.

If it’s successful, Jackson’s program would be the first crisis line in the nation designed for Native youth.

While many of the issues affecting Native youth are universal to young people today, including the isolation and loss suffered during the pandemic and the threat of climate change, other reasons for desperation in this group are more specific. They include intergenerational trauma (when harmful stress experienced by adults affects how they parent), an ongoing addiction epidemic, poverty and a lack of rural infrastructure. People living on reservations may not have paved roads or potable water, let alone easy access to mental health services.

Annamarie Caldera, 18, who lives near Jackson on the Warm Springs reservation, is on track to be the first young person to pick up the phone — or, more likely, to respond to texts — at the nascent Youthline Native. She was recruited by Jackson last spring and, nearly a year later, has almost completed the 64 hours of training required to answer calls.

Caldera said she was excited at the prospect of finally taking calls. “I get to help people and pass on my vibes to them,” she said.

Caldera was sitting in the reservation’s new call center, a converted classroom decorated with a giant mural depicting three young Native people in traditional garb on one wall and a mural featuring several Pacific Northwest animals in front of Mt. Jefferson, a volcanic peak that can be seen from the reservation, on another wall. The local tribal artist who designed the murals also added a portrait of a young man the tribes lost to suicide in 2020.

While she’s dedicated to supporting her Indigenous peers who are facing down despair, Caldera said it’s important that people know that Native teenagers are not always — or even often — thinking about suicide.

“I’ve had a few people ask me on my social media if … all we think about is killing ourselves and drinking and smoking,” she said. Most of those who’ve asked, she said, are white. “It’s not accurate — not at all.”

She said she spends far more time thinking about school and ways to help her community, which is why she wants to be a call taker for Youthline Native.

“I think it is really important because you’re also Native and you can understand your peers more than any other,” Caldera said.

Starting in the 1950s and gaining speed in the 1970s, suicide crisis lines for all ages have been set up by small nonprofits serving limited geographical regions. This didn’t work well for people without a local line or who called at a time no volunteer was available. Moreover, many people didn’t even know the lines existed. To address those issues, local crisis lines joined together in 2005 under a single number — now 988 — that anyone in the country could call at any time.

Volunteers and staff at more than 200 crisis centers now answer approximately 5 million annual calls and texts to 988. People who call the three-digit number are offered the chance to connect to a service for veterans or for LGBTQ+ youth and young adults, all groups at especially high risk for suicide. There’s also a Spanish-language option and an American Sign Language option for video phone callers.

But there is no national Native suicide prevention helpline.

There’s a line called Native and Strong, based in Washington state that is staffed around the clock by Native counselors, but it’s only available to callers with a Washington area code. And there’s the All Nations Hotline, staffed by counselors from the Ponca, Omaha, Lakota and Winnebago tribes for eight to 16 hours a day, but it’s not part of the 988 network.

Youthline is part of the 988 network and there are adults monitoring the line at all hours, even when young people aren’t available to take calls. Although Youthline Native has not fully launched, Youthline’s existing call takers are prepared to talk to anyone who texts “teen2teen” or “native” to 839863. People can also call 877-968-8491 or start a chat from the Youthline website.

Since it’s usually impossible for crisis lines to ensure that the person answering the phone is a match for the person calling, crisis line organizers agree that counselors must be prepared to respond to all callers no matter their age, race, gender or sexual orientation.

And yet, talking to someone with the same background can be incredibly important and healing, especially for Native people, said Rochelle Hamilton, the head of Washington state’s Native and Strong line.

“If you are an Indigenous person — often if you go to talk to a therapist or counselor who is non-Indigenous, you spend the majority of your time talking about what it is to be Indigenous,” said Hamilton, an enrolled member of the Ehattesaht First Nation and a descendent of the Tulalip tribes.

Not only is that annoying and exhausting, especially for someone in a bad mental space, she said, it prevents the therapist and client from addressing the actual crisis. Anticipating some level of disconnect and accompanying frustration, many Native people in crisis never pick up the phone, Hamilton said.

“Indigenous people often and for good reason don’t have a lot of trust outside of their communities,” she said. “They’re relying more on each other. They want to look to each other when they need something.”

When someone calls Native and Strong, the counselor answers by identifying themselves and their tribal or cultural affiliation. Callers know right away that the counselor is saying “I’m Indigenous and I know where you’re from,” Hamilton said.

A non-Native state representative, Tina Orwall, identified the need for a tribal 988 line and advocated for its funding. An existing crisis call center got the contract from the state. The call center consulted formally with tribal leaders who helped to design the Native and Strong program.

Since Native and Strong started taking calls in late 2022, the nearly 30 folks on staff have answered the phone more than 5,000 times, a number that far exceeds original expectations. The high usage of the line proves it’s needed, Hamilton said.

But even with funding secured, Youthline Native has faced more hurdles. Jackson initially had six teenagers interested in being part of the helpline. But only Caldera is close to completing the training. Three others have just started.

Peer-to-peer crisis lines for young people are always hard to staff. Young people are often required to take calls from a physical call center as a measure of protection for their own mental well-being. That creates geographic limits on where volunteers can be pulled from.

Partly to attract a more diverse group of call takers, Oregon’s Youthline recently added three new call centers. In addition to the original center in Southwest Portland, there are call centers in the more diverse neighborhood of East Portland, in Warm Springs and in Bend, a small city in Central Oregon.


When it’s up and running, the small Warm Springs call center will be a lot like the one in Bend, where Eddie Lopez, 17, is among the young people answering the phones.

On a chilly February night, Lopez sat in the cozy call center with half a dozen other teen call takers and three adult supervisors. Lopez moved to Bend, about an hour south of Warm Springs, when he was 15. The transition was brutal, he said. But the gracious welcome he was offered when he arrived inspired him to give something back.

“Obviously, I won’t understand people from all walks of life,” said Lopez, whose family is Mexican-American. But “mental and emotional support is kind of universal in a way,” he said. “Everyone likes to be validated. Everyone likes to feel like they’re not alone. I’m helping even if I don’t understand them as people.”

Lopez read a message on his computer screen from a person saying they felt unloved.

“I also feel better when I talk about my feelings,” the texter wrote. “I just want to heal from them, but I don’t know how to heal?”

The key when texting people who reach out for help is to make sure they know that they are not alone and that their feelings are valid, Lopez said. The teens are taught to avoid giving specific advice; instead, they ask questions.

“I’m very thankful you shared that with me,” Lopez texted back under his alias. “It takes a lot of bravery to be vulnerable. Have you talked to anyone about what you’ve been going through?”

The goal is for the texter to say how they will take care of themselves for that evening, at least. “Since we’re so short term, we kind of have to, like, motivate them to want to help themselves in a way,” Lopez explained. The teen volunteers may list things other people do to calm down, like take a walk or listen to music.

Counselors on the Native and Strong line follow the same protocol, but they also list culturally specific practices, like smudging (the burning of sacred herbs), talking to an elder or eating a traditional food.

Some callers don’t have an Indigenous mode of self-care they rely on, Hamilton said, so counselors will urge them to find one as a way to reconnect with their heritage.

“The reason we are in the place we are right now is because of loss of connection,” Hamilton said.

Both Hamilton and Jackson said they are determined to prove the need for Native-specific call lines and then expand their models. They want to see a nationally available, Native-run helpline available to every Indigenous person struggling with thoughts of suicide.

There was some encouraging news buried in the most recent CDC data on suicide released last year. The rate of suicide for young people fell 8 percent in 2022 and for Native people it fell 6 percent. Yet experts say a one year drop is hardly a trend.

Back in Bend, a call taker named Sarah Hawkins, 18, was chatting with someone worried about a rumor being spread about them at school. Following protocol as the conversation wrapped up, Hawkins asked the middle schooler what would help them tonight.

“IDK,” the texter replied. “Frankly, just talking about it made me feel so much better.”

Pero también vio que “hay estudiantes que se parecen a mí y profesores que se parecen a mí” en la universidad históricamente negra, dijo Amankwaah, de 18 años, quien es negra. “Sabía que estaba en un espacio seguro”.

De repente, esto se ha convertido en una consideración importante para los estudiantes de todos los orígenes y creencias que van a la universidad.

Durante mucho tiempo, los estudiantes han elegido universidades en función de su reputación académica y vida social. Pero con los campus en la mira de las guerras culturales, ahora muchos estudiantes también están haciendo un balance de los ataques a la diversidad, el contenido de los cursos y los discursos, así como de los oradores en ambos extremos del espectro político. Están monitoreando los crímenes de odio, la legislación anti-LGBTQ, las leyes estatales de aborto y si estudiantes como ellos (negros, de zonas rurales, veteranos militares, LGBTQ o de otros orígenes) están representados y apoyados en el campus.

“No hay duda de que lo que está sucediendo a nivel estatal está afectando directamente a estos estudiantes”, dijo Alyse Levine, fundadora y directora ejecutiva de Premium Prep, una firma consultora de admisiones a universidades privadas en Chapel Hill, Carolina del Norte. Cuando ven las universidades de algunos estados ahora, dice, “hay estudiantes que se preguntan: ‘¿Realmente me quieren ahí?’”.

Para algunos estudiantes en ambos lados de la división política, la respuesta es no. En el caótico nuevo mundo de las universidades e institutos universitarios estadounidenses, muchos dicen que no se sienten bienvenidos en ciertas escuelas, mientras que otros están dispuestos a cancelar oradores y denunciar a profesores con cuyas opiniones no están de acuerdo.

El padre pidió que no se usara su nombre para que sus comentarios no afectaran a su hija, quien asiste a una universidad pública.

Más de uno de cada 10 estudiantes en universidades de cuatro años ahora dicen que sienten que no pertenecen a su campus, y otros dos de cada 10 no están ni de acuerdo ni muy de acuerdo con que pertenecen, según encontró otra encuesta de Lumina y Gallup. También descubrió que quienes responden de esta manera tienen más probabilidades de experimentar estrés con frecuencia y de abandonar los estudios. Uno de cada cuatro estudiantes hispanos informa que frecuente u ocasionalmente se siente inseguro o sufre falta de respeto, discriminación o acoso.

Los veteranos militares que utilizan los beneficios de la ley G.I. para retomar los estudios dicen que una de sus barreras más importantes es la sensación de que no serán bienvenidos, según una encuesta realizada por el Instituto D’Aniello para Veteranos y Familias Militares de la Universidad de Syracuse. Casi dos tercios dice que los profesores y administradores no entienden los desafíos que enfrentan, y el 70 por ciento dice lo mismo sobre sus compañeros de clase no veteranos.

Las universidades deben ser “espacios seguros y de afirmación”, dijo Pick, del Proyecto Trevor, no lugares de aislamiento y alienación.

Sin embargo, un número significativo de estudiantes dice que no se siente cómodo compartiendo sus puntos de vista en clase, según otra encuesta realizada por College Pulse para el Sheila and Robert Challey Institute for Global Innovation and Growth, de tendencia conservadora, en la Universidad Estatal de Dakota del Norte. Una profesora de la Universidad Texas A&M fue investigada cuando un estudiante la acusó de criticar al vicegobernador del estado durante una conferencia, aunque finalmente fue exonerada. Una profesora de antropología de la Universidad de Chicago que impartió un curso universitario llamado “El problema de la blancura” dijo que se vio inundada de mensajes de odio cuando un estudiante conservador publicó su foto y su dirección de correo electrónico en las redes sociales.

Más de la mitad de los estudiantes de primer año dicen que las universidades tienen derecho a prohibir a oradores radicales, según una encuesta anual realizada por un instituto de la UCLA. La encuesta de College Pulse dice que el sentimiento lo comparte el doble de proporción de estudiantes liberales que de conservadores.

The new Free Application for Federal Student Aid promised to be an easy process for all students, especially those from immigrant families. For the first time, students with undocumented parents were told, they would be able to complete this form online.

We should have known better. Students with undocumented parents are constantly getting error messages from the FAFSA portal and are struggling to create FAFSA IDs for their parents who don’t have Social Security numbers. When they contact the FAFSA helpline, they hear “It’s a glitch. Try at a different time. Try a different browser.”

As I have seen as a college adviser, the online process has only worked for a few of my qualifying students. Others were asked to send their parents’ documents for verification.

Many of these students are still waiting for approval and have been unable to complete their FAFSA forms. Delays in their FAFSA applications could mean delays in receiving financial aid packages and possibly mean getting less financial aid to cover the costs of college. Their FAFSA applications now echo the immigration policies in this country — forever in limbo, mired in legislative and bureaucratic delays.

It wouldn’t surprise me if those students’ documents were among the FAFSA program’s thousands of unread emails, indicative of its widespread failure.

This isn’t the only roadblock my students face while attempting to pursue a college education. And it just underscores their need for help from someone familiar with the system and the frustration it brings.

Sadly, there aren’t enough college advisers like me for the growing population of immigrant students in New York City. We need to earmark funds to hire more advisers because no matter how much we prepare students in high school to succeed academically at the next level, they also need someone trained in the intersection of immigration and education to get them there.

For nearly a decade, the New York State Youth Leadership Council (YLC) and Teach Dream, the council’s educator team, have pushed city officials for more support for immigrant students in schools.

Finally, in 2021, they launched the Immigrant Liaison pilot program in a collaborative project with CUNY’s Initiative on Immigration and Education. That program led to the creation of positions for school staff members with experience working with and supporting immigrant youth, undocumented students, their families and caregivers.

The pilot began with three New York City public high schools, including the one where I work; in its second year, it added two middle schools. But funds for the program ended last June, leaving many of us doing this work informally.

Two decades ago, I was an undocumented student in high school and was unable to complete the FAFSA because of my status. I did some research to try to find out if I would be eligible for academic scholarships. I made several inquiries to tri-state college admissions counselors.

Like many of my students, I wanted to be the first in my family to earn a college degree, but my research results were discouraging.

I’ll never forget one response: An admissions counselor said I would have to contact the office for “special education accommodation” — as if immigration were a disability.

Federal and state immigration policies have since changed, and options have multiplied for immigrant students. In 2012, the Deferred Action for Childhood Arrivals program, or DACA, began to allow eligible immigrants like myself to obtain work permits and Social Security numbers.

In 2016, New York State changed its licensing rules, allowing DACA recipients like me to earn professional certifications in teaching, and I was able to continue my career as a math teacher in the Department of Education. And in 2019, the New York State Senate passed the José Peralta New York State DREAM Act, which gave undocumented students in New York State the ability to qualify for state aid for higher education.

Yet even with all these changes, undocumented immigrants in New York State make up less than 2 percent of the students enrolled in higher education despite the fact that undocumented immigrants comprise roughly 14 percent of the state’s overall population.

How many more could go to college if they had someone in their high school who could properly guide them through the college application process?

At schools across the country, at all grade levels, not enough counselors and staff are equipped to navigate the intricacies of the complex and often confusing immigration system.

We need state or city-funded immigrant liaisons at every school. Securing funding will be like working with FAFSA: We will need to be persistent and patient.

It’s worth it. This winter, I walked a student through the steps on how to create her mother’s FAFSA ID. The mother then tried multiple times for a month until she was successful in creating it.

After that, my student completed her FAFSA form in 10 minutes. Now, we are waiting to hear whether she gets financial aid to attend college.

My work as an immigrant liaison is never finished. I only wish more could join me.

AURORA, Colo. — Until early this year, Alberto, 11, had never stepped into a classroom.

The closest school was many miles from his village in Venezuela, and Alberto’s father never allowed him or his mom, Yuliver, to stray far, according to mother and son. The school also charged far more than they could afford.

“I want to learn to become somebody in life,” Alberto said through an interpreter. “I’m going to be a lawyer or a doctor. I wanted to go school, but dad wouldn’t let me.”

Yuliver, who has a third-grade education, stepped in as Alberto’s teacher, sharing what she knew about numbers and letters. He loved those lessons, and wanted to know more. (The surnames of Alberto and Yuliver, like those of other migrants in this story, are omitted due to privacy or safety concerns.)

Last summer, Yuliver and her son left their home country, walking through deserts and jungles across two continents before they arrived in Denver, where Yuliver’s sister lives, six months later. Alberto enrolled in suburban Aurora Public Schools as a fourth grader, and has learned enough English that his teachers hide their smirks when he makes a particularly witty, and inappropriate, pun. In math, however, he’s grades behind and even in Spanish struggles to follow his teacher’s instruction.

Alberto is one of approximately 2,800 migrant and refugee children who’ve arrived in Aurora, located just east of Denver, this academic year. The Denver school district — the state’s largest, with a total enrollment of about 88,000 — similarly has enrolled at least 3,700 newcomer students since last summer. In May 2023, Greg Abbott, the Republican governor of Texas, started sending immigrant families by the busloads to the Colorado capital, adding it to a destination list of other Democrat-led cities including Chicago, Philadelphia and Washington, D.C.

Aurora and Denver, like many school systems in Colorado, have long welcomed students new to the United States. In recent years, they have designated specific campuses to serve as resource hubs for migrant and refugee families, offering wraparound supports, integration services and dual-language programs. But the ongoing surge of immigrants — local educators hesitate to call it a crisis — have exposed clear signs of strain: Classrooms don’t have enough seats for students. Teachers are fatigued by large class sizes, discipline issues and new students showing up each day. And state and local leaders are increasingly resistant to helping shoulder the costs.

The city council in Aurora, for example, recently passed a resolution restricting migrants from receiving local public services, a move that opponents fear will place undocumented residents at risk if they experience a fire, medical emergency or violent crime. But when it comes to schools, requirements under the U.S. Constitution are clear: States are obligated to allow children living in the U.S. without legal documentation to access a basic education. That’s created a new dilemma for schools in communities like Aurora and Denver: The steady arrival of newcomers has all but reversed years of declining enrollment, staving off budget cuts and layoffs, but the costs associated with addressing the new arrivals’ basic needs are steep.

“It doesn’t matter what your opinion is. You have to serve these kids,” said Julie Sugarman, an associate director for K-12 education research at the nonpartisan Migration Policy Institute. “There are civil rights that support these kids, but it does come with real, significant costs.”

Although migration fell at the start of the pandemic in 2020, it rebounded quickly, with the number of migrants encountered along the U.S.-Mexico border by U.S. Border Patrol more than quadrupling in 2021.

In a typical year, Denver Public Schools enrolls about 500 students who’ve just moved to the country. The district so far this year has been receiving an average of 250 each week, according to Adrienne Endres, the district’s executive director of multilingual education.

“We have some less-than-ideal circumstances,” she said. “We have some very full classrooms. We hear most from teachers, ‘This is kind of overwhelming. There’s a lot more kids and they all need a lot more from me.’”

The majority of migrant families in Denver have chosen to place their kids in schools with existing bilingual programs, Endres added. But many students who have little, or any, formal experience with education find a better fit in one of the district’s newcomer centers. The city opened its first center back in 1999, in an unused gym at Denver South High School, as a magnet program for refugee children who speak neither Spanish nor English.

The district has since expanded the program to six campuses, where students learn literacy skills for one to two semesters before gradually moving into general classes.

On a recent morning at South High’s newcomer center, teacher Karen Vittetoe worked with 14 teenagers from nearly as many countries — including Burundi, El Salvador and Sudan — on how to tell time and describe a daily schedule in English.

“Marta goes to work at 9:50 in the morning. Is that 9:15 or 9:50? Do you hear the difference?” she asked as two teaching assistants walked in the classroom.

The adults together speak six different languages, allowing them to help during small group and one-on-one instruction during the 90-minute period. But that’s not nearly enough in Vittetoe’s larger second period, where 31 students speak 11 different languages.

“Can you imagine?” she said. “I don’t even have enough desks for them all.”

One of her students, 18-year-old Momena, spoke no English when she first enrolled at South High about eight months ago. Her family left Afghanistan, where the Taliban banned girls from attending school beyond the sixth grade. 

“I like everything about this school — except the food,” Momena said. “They have a nice curriculum and also kind teachers.”

Like her older brother, a nurse, Momena hopes to one day work in the medical field.

“This is very important for me,” she said of getting an education in the U.S. “I want to go to college, go into nursing. I try hard every day.”

Unlike Momena, most students in Vittetoe’s classes arrived after October 1 — the date on which Colorado determines its annual funding for K-12 schools based on enrollment. Only 10 other states rely on a single count day to allocate funding to districts. And in Denver, that’s required central administrators to draw from cash reserves and other department budgets to make up for the roughly $17.5 million that the district hasn’t received in per-pupil funding despite enrolling so many migrant and refugee children since last fall.

State lawmakers in February fast-tracked a plan to provide $24 million — to be split among districts across Colorado — to ease the strain on local school budgets. Gov. Jared Polis signed the legislation in early March, but the money has yet to trickle down to local districts.

“Without action in D.C., it’s up to each state if schools get any support at all,” said Jill Koyama, vice dean of educational leadership and innovation at Arizona State University’s teachers college.

At Boston P-8 School in Aurora, the first few weeks made for a rough transition for Alberto.

He failed a vision screening test and received a voucher for an eye exam, but passed it. Teachers eventually determined he had such little schooling that he simply couldn’t identify letters to follow along in class. The school nurse also learned about trauma Alberto had experienced back home and on his journey to this country. School staff would have placed him with a therapist on campus, but no one on the mental health support team speaks Spanish. Many newcomers, including Alberto, have been referred to an online therapy service.

The school, however, had recently hired Danielle Pukansky, one of two English language development teachers who, in a tiny and cramped room, lead daily 45-minute classes for multilingual learners like Alberto.

“The trauma showed when he first got here,” Pukansky recalled, noting he had been aggressive toward other students. “How to re-regulate when these big emotions come up in such a little body, that is part of my background — and thank goodness.”

She said many of her students come to school worried about deportation, insecure housing and simply being misunderstood. “I try to help the kids not feel that fear,” Pukansky said.

Boston P-8 is one of six community schools in Aurora that provide intensive support services — such as medical care, food, clothing and adult education and language classes — to help stabilize families so kids can focus on academics in class. It’s similar to the community hub model that Denver Public Schools operates at six campuses. And as of 2022, the state has allowed low-performing schools to convert to the model as part of a school’s turnaround plan.

Late on a Wednesday afternoon, Yuliver sat in Boston P-8’s community room with her head in her hands. A worsening toothache had kept her awake for days, and made it hard to look for work or an immigration lawyer who might help her. After making a couple calls, a staff member booked her a tooth extraction, free of charge, at a nearby dental clinic.

“This is the only place I feel supported,” Yuliver said. “Clothes, Wi-Fi, food, shoes — they help with everything.”

Upstairs, in an afterschool science program, Alberto was learning about the education required to become a dentist.

In Aurora and Denver, which both faced enrollment declines during the pandemic, the influx of migrant students this year presents an ironic silver lining: By contrast, enrollment statewide has continued to fall for two straight years — with the largest decreases in pre-kindergarten through first grade — prompting school closures, budget cuts and potential layoffs.

In the Denver area, the surge of students from other countries has more than made up the difference.

So far this year, Ellis Elementary in southeast Denver has absorbed 60 more students than initially expected. Several classes are packed with 35 students — the maximum allowed under the district’s contract with teachers. A week before even more students arrived in late February, Principal Jamie Roybal hired two novice educators. They had only a couple days to convert a teachers lounge and music room into their first classrooms.

Roybal said that on hard days many of her staff members contemplate leaving the profession. “We’re swimming in the deep end,” she said, looking into a classroom. “That’s a first-grade teacher with 35 newcomers. That’s a lot. When she goes home, she’s exhausted.”

By winter break, Hamilton Middle School in Denver had already absorbed 100 additional students over its projected enrollment. Priscilla Rahn, a Republican candidate for the Douglas County commission who teaches band and orchestra at Hamilton, said it’s been a joy to welcome so many new musicians who have never had an instrument of their own.

Still, Rahn wondered whether the community’s generosity had been exhausted.

“We’re cutting city services,” she said, referring to the mayor’s budget. “As a teacher, we can’t ask if you’re legal. It doesn’t matter. I teach all kids. But as a city, we’re pretty much at capacity. We cannot take any more families, because we don’t have the money or the space.”

At Centro de los Trabajadores, a local labor rights group, executive director Mayra Juárez-Denis has for months fielded calls from recent migrants trying to secure legal work or file complaints about employers who exploited them. Lately, her phone started ringing with rants from teachers overwhelmed with the current crisis.

The organization has tried to partner with Denver Public Schools, mostly to host a worker center or hiring fair for hourly jobs. Scott Pribble, a spokesman for the district, said it has looked for parents with legal documentation to work in cafeterias or get licensed to drive a bus.

“We want to help the district with labor integration for parents,” Juárez-Denis said. “They need not just immigrant teachers who serve Spanish speakers, but every staff position can use someone who is already part of the immigrant community.”

At some campuses, Denver principals have been able to identify and recruit migrant parents who used to teach in their home countries, but for out-of-country teachers, the checklist of requirements they must meet for eligibility to work in the state long. At Ellis Elementary, for example, a classroom aide from Venezuela finally got her teaching license approved in Colorado — three years after she first applied to teach in the U.S.

The latest federal bipartisan immigration reform proposal, which collapsed in Congress in February, would have expedited access to work authorization for asylum seekers, potentially allowing people like Yuliver to begin employment before the current six-month waiting period.

Without a job, Yuliver has struggled to afford an apartment — even one without hot water or central heating — for her and Alberto. She tried to sell household goods to shoppers on the street and would like to work in a beauty shop, doing nails and hair. Already, though, Yuliver has considered making the trek back to Venezuela if she can’t find employment.

“I wish for him to keep studying,” she said of Alberto. “He’s intelligent. He just wants to learn everything.”

Alberto, meanwhile, said he misses his friends and swimming at the beach back home. But here he’s learning to ride a bike — provided by the community school program — and has already made five new friends at Boston P-8.

During a sunny but chilly recess, Alberto drew a heart with wood chips on the ground in his school’s playground. He placed a stray feather in the middle, and said it was for those friends he’d made at his first-ever school.

JERSEY CITY, N.J. — When Keischa Taylor sees fellow student-parents around her campus, she pulls them aside and gives them a hug.

“I tell them, ‘Don’t stop. You’ve got this. You didn’t come this far to stop. You’re not going to give up on yourself.’ ”

Taylor is exceedingly well qualified to offer this advice. She began her college education in her early 20s, balancing it with raising two sons and working retail jobs. And she just finished her bachelor’s degree last semester — at 53.

It’s a rare success story. Student-parents disproportionately give up before they reach the finish line. Fewer than four in 10 graduate with a degree within six years, compared to more than six in 10 other students.

Many have long had to rely on themselves and each other, as Taylor did, to make it through.

Now, however, student-parents are beginning to get new attention. A rule that took effect in California in July, for example, gives priority course registration at public universities and colleges to student-parents, who often need more scheduling flexibility than their classmates. New York State in September expanded the capacity of child care centers at community colleges by 200 spots; its campus child care facilities previously handled a total of 4,500 children, though most of those slots — as at many institutions with child care on campus, nationwide — went to faculty and staff.

Taylor put her sons in a Salvation Army daycare center when they were younger. “It’s a matter of paying for college, paying for the babysitter or sneaking them into class,” Taylor recalled, at Hudson County Community College, or HCCC, where she went before moving on to Rutgers University. Even though the community college is among the few that have improved their services for student-parents, she remembered asking herself, “How am I going to do this?”

Parents with children comprise a huge potential market for colleges and universities looking for ways to make up for the plummeting number of 18- to 24-year-olds and states’ growing need for workers to fill jobs requiring a college education. Many of these parents already have some college credits. More than a third of the 40.4 million adults who have gone to college but never finished have children under age 18, according to the Institute for Women’s Policy Research, or IWPR.

“If you want to serve adult learners, which colleges see as their solution to enrollment decline, you have to serve student-parents,” said Su Jin Jez, CEO of California Competes, a nonpartisan research organization that focuses on education and workforce policies.

Another reason student-parents are more visible now: The Covid-19 pandemic reminded Americans how hard it is to be a parent generally, never mind one who is juggling school on top of work and children.

“A lot of the current energy has come from the focus on child care crises,” said Theresa Anderson, a principal research associate at the nonprofit research organization the Urban Institute. “Student-parents are at the intersection of that.”

There’s also new attention to the benefits for children of having parents who go to college.

“The greatest impact on a child’s likelihood to be successful is the education of their parents,” said Teresa Eckrich Sommer, a research professor at Northwestern University’s Institute for Policy Research.

Lori Barr dropped out of college when she got pregnant at 19, but went back as a mother and ultimately got a master’s degree. With her son, Minnesota Vikings linebacker Anthony Barr, she later co-founded a scholarship organization for single student-parents in California and Minnesota called Raise The Barr.

“Whatever we’re doing to support the parent directly impacts the child,” Barr said. “A parent can’t be well if the child’s not well, and vice versa.”

The effect works two ways, Sommer said. In a study she co-authored of an unusual program that gives college scholarships to both high school students and their parents in Toledo, Ohio, the Institute for Policy Research found that students and parents alike performed at or above average, despite what Sommer noted were financial challenges and limited academic preparation.

“Call it mutual motivation. The children helped the parents with technical issues. The parents helped the children with time management,” she said. “We think of kids as a barrier to student success. We have to turn that on its head. Kids are a primary motivator to student success.”

Tayla Easterla was enrolled at a community college near Sacramento, California, when her daughter was born prematurely four years ago; she took her midterms and finals in the neonatal intensive care unit. “I just found that motherly drive somewhere deep inside,” said Easterla, 27, who now is majoring in business administration at California Polytechnic State University, San Luis Obispo.

Sydney Riester, of Rochester, Minnesota, who is about to earn her dental assistant associate degree, also said her children — ages 3, 6 and 7 — were foremost in her planning. “These kids need me, and I need to get this done for them,” Riester said.

There’s a surprising lack of information about whether students in college have dependent children. Most institutions never ask. That is also slowly changing. California, Michigan, Oregon and Illinois have passed legislation since 2020 requiring that public colleges and universities track whether their students are also parents. A similar federal measure is pending in Congress.

“Ask community college presidents what percentage of their students are parents, and they’ll say, ‘That’s a really good question. I’ll get back to you,’ ” said Marjorie Sims, managing director of Ascend at the Aspen Institute, one of a growing number of research, policy and advocacy organizations focusing on student-parents.

Nearly one in four undergraduate and nearly one in three graduate students, or more than 5.4 million people, are parents, the Urban Institute estimates. More than half have children under age 6, according to the IWPR.

Seventy percent of student-parents are women. Fifty-one percent are Black, Hispanic or Native American. Student mothers are more likely to be single, while student fathers are more likely to be married.

Among student-parents who go to college but drop out, cost and conflicts with work are the most-stated reasons, various research shows; 70 percent have trouble affording food and housing, according to the Hope Center for College, Community, and Justice at Temple University.

Student financial aid is based on an estimated cost of attendance that includes tuition, fees, books, supplies, transportation and living expenses, but not expenses related to raising a child. The out-of-pocket cost of attending a public university or college for a low-income parent can be two to five times higher than for a low-income student without children, according to the advocacy group The Education Trust.

A student-parent would have to work 52 hours a week, on average, to cover both child care and tuition at a public university or college, EdTrust says. A separate analysis by California Competes found that students in that state who have children pay $7,592 per child a year more for their educations and related expenses than their classmates who don’t have kids.

But “when they apply for financial aid, they get financial aid packages as if they don’t have children. It’s ludicrous,” said Jez, at California Competes.

Forty-five percent of student-parents who dropped out cited their need to provide child care as a significant cause, a survey released in February found. Yet the number of colleges and universities with on-campus child care has been dropping steadily, from 1,115 in 2012 to 824 today, federal data shows. That’s a decline of 291 institutions, or 26 percent.

Fewer than four in 10 public and fewer than one in 10 private, nonprofit colleges and universities have on-campus child care for students, an analysis by the think tank New America found. Ninety-five percent of those campus child care centers that existed in 2016 — the most recent year for which data is available — had waiting lists, and the number of children on the average waiting list was 82, according to the IWPR. Other students couldn’t afford the cost.

“Colleges and universities that enroll student-parents should be committed to serving their needs,” said Christopher Nellum, executive director at EdTrust-West and himself the son of a student-mother who ultimately dropped out and enlisted in the military, finding it was easier to be a parent there than at a community college. “It’s almost willful neglect to be accepting their tuition dollars and financial aid dollars and not helping them succeed.”

Even where child care is available and spots are open, it’s often too expensive for students to manage. More than two-thirds of student-parents in Washington State said they couldn’t afford child care, a state survey last year found. About half of student-parents nationwide rely entirely on relatives for child care.

She can’t drop off her children at school or daycare earlier than 8:30 or pick them up later than 5. “When my kids are in school is when I do as much as I can.” She calls her school days “first shift,” while her time at home at night is “second shift.”

“First you put your kids, then you put your jobs, then you put your school and last you put yourself,” said Allen. “You have to push yourself,” she said, starting to cry softly. “Sometimes you think, ‘I can’t do it.’ ”

There is a little-noticed federal grant program to help low-income student-parents pay for child care: Child Care Access Means Parents in School, or CCAMPIS. Last year CCAMPIS was allocated about $84 million; the Government Accountability Office found that student-parents who got CCAMPIS’s subsidies were more likely to stay in school than students generally. But there were more students on the waiting list for it than received aid. A Democratic proposal in the Senate to significantly increase funding for the program has gone nowhere.

The Association of Community College Trustees, or ACCT, is pressing member colleges to make cheap or free space available for Head Start centers on their campuses in the next five years. Fewer than 100 of the nation’s 1,303 two-year colleges — where more than 40 percent of student-parents go — have them now, the ACCT says.

These things are a start, but much more is needed, said Chastity Lord, president and CEO of the Jeremiah Program, which provides students who are single mothers with coaching, child care and housing. “When your child is sick, what are you going to do with them? It becomes insurmountable. Imagine if we had emergency funding for backup child care.”

Jen Charles struggled with child care as she tried to earn a degree and become a social worker from the time she was 19, when she had a son who was born with disabilities. He was followed by a daughter. Charles was also working, as an administrative assistant and, later, a paralegal.

“When things were going smoothly, I would enroll for one class and say, ‘I’m going to get through this,’ ” she said. But it proved too much. And even though Charles, now 49, got an information technology certification last year through the continuing education arm of HCCC, earning a full-fledged degree “became kind of an extinguished dream.”

As important as an education was to her, she said, “your priority becomes being able to sustain your family — their well-being, their needs being met, a roof, food. All of these other things take precedence. And where in there do you fit your papers that are due, or studying for your quiz? Is that at 10 o’clock at night, when you’re exhausted?”

Just across the Hudson River from Manhattan, HCCC has steadily added programs to support the parents among its 20,000 students. It has set aside “family-friendly” spaces in libraries and lounges and holds events for parents with kids, including movie nights, barbecues, trick-or-treating and a holiday tree-lighting ceremony. There’s a food pantry with meals prepared by the students in the college’s culinary program.

Student-parents get to register first for courses. College staff help with applications to public benefit programs. Lactation rooms are planned. And there are longer-range conversations about putting a child care center in a new 11-story campus building scheduled to open in 2026.

The college’s 20,000 students are largely poor and the first in their families to go to college, said Christopher Reber, HCCC’s president, and many are not native English speakers. Ninety-four percent qualify for financial aid. Having children, Reber said, “adds insurmountable challenges to that list of insurmountable challenges.”

There’s an even more immediate motivation for the two-year college to support its student-parents. It graduates only 17 percent of students, even within three years, which is among the lowest proportions in the state.

“If a student doesn’t know where their next meal is coming from, it doesn’t matter how much academic support you offer — the student is not going to succeed,” said Reber, in his office overlooking downtown Jersey City.

With a grant it got in January from the Aspen Institute’s Ascend, HCCC is expanding its work with the housing authority in Jersey City to help student-parents there enroll in and complete job-focused certificate programs in fields such as bookkeeping and data analytics, hiring a coordinator to work with them and appointing an advisory committee made up of student-parents.

It can be hard to win the trust of student-parents, said Lori Margolin, HCCC’s associate vice president for continuing education and workforce development. “Either they’ve tried before and it didn’t work out, so they’re reluctant to go back, or it’s too much of an unknown. ‘Do they care that I have children and I’m not going to be able to take classes at these times?’ ”

Like other schools, HCCC had what Reber called “Neanderthal” rules for student-parents. They weren’t allowed to bring their kids to campus, for example.

“I remember one student, a single mother, relying on parents and friends to watch her baby. The only time she could study was late at night [in the library], but the library said no.”

That rule was dropped, with more changes planned. A new program will reward student-parents with financial stipends for doing things such as registering early and researching child care options, said Lisa Dougherty, senior vice president for student affairs and enrollment at HCCC.

A few other colleges and universities have programs designed for student-parents. Misericordia University in Dallas, Pennsylvania provides free housing for up to four years for up to 18 single mothers, who also get academic support and tutoring, priority for on-campus jobs and access to a children’s library and sports facilities.

At Wilson College in Pennsylvania, up to 12 single parents annually are awarded grants for on-campus housing and for child care, and their children can eat in the campus dining hall for free.

St. Catherine University in Minnesota subsidizes child care for eligible student-parents and has child-friendly study rooms.

And Howard Community College in Maryland, whose president was once a student-parent, provides mentorship, peer support, career counseling, financial assistance and a family study room in the library.

“That may not seem like a big deal, but those are the messages that say, ‘You belong here, too,’ ” Lord said.

These efforts have so far helped a small number of students. Forty single mothers have graduated from the Misericordia program since it was launched more than 20 years ago, for instance.

Some of the obstacles for student-parents are hard to measure, said Jessica Pelton, who finished community college after having a daughter at age 20 and ultimately graduated from the University of Michigan, where her husband also was enrolled.

“You’re typically isolated and alone,” said Pelton. “I just kind of stuck to myself.”

She would often miss out on nighttime study groups with classmates who lived on campus. “Their priorities are not to go home, make dinner and put their kid to bed. We don’t have the option to go party. We’re not here on our parents’ money. We’re paying our own way.”

Some faculty offered to let her bring her daughter to class, she said. “It really meant a lot to me, because it made me feel like a part of campus.”

Finding fellow student-parents helps, too, said Omonie Richardson, 22, who is going to college online to become a midwife while raising her 1-year-old son and working as a chiropractic assistant 35 hours a week in Fargo, North Dakota.

“I felt very isolated before I found a group of other single moms,” she said. “If we had the understanding and support in place, a lot more parents would be ready to pursue their educations and not feel like it’s unattainable.”

Last April, an email went out to families in the Troy School District outside Detroit. Signed by unnamed “concerned Troy parents,” it said that a district proposal to end “basic” and “honors” math classes for sixth and seventh graders was part of a longer-term district plan to completely abolish honors classes in all of its schools.

Superintendent Richard Machesky and his team were stunned. The district was indeed proposing to merge separate sixth- and seventh-grade math tracks into what it said would be a single, rigorous pathway emphasizing pre-algebra skills. In eighth grade, students could opt for Eighth Grade Math or Algebra I. But the district had no plans for changes to other grades, much less to do away with high school honors classes.

Earlier that month, Machesky and a district team of curriculum specialists and math teachers had unveiled the plan during a series of meetings with parents of current and incoming middle schoolers. Parents had largely expressed support, said Machesky: “We thought we were hitting the mark.”

No matter. The email blast spurred opponents to show up at a board workshop and a town hall, and a petition demanding that the middle-school plan be scrapped got more than 3,000 signatures. At a packed board meeting that May, more than 40 people spoke, nearly all opposed to the plan, and the comments got personal. “Are you all on drugs?” parent Andrew Sosnoski asked the members.

It’s part of the skirmish over “detracking,” or eliminating the sorting of kids by perceived ability into separate math classes. Since the mid-1980s, some education experts have supported such moves, citing research showing that tracking primarily serves as a marker of race or class, as Black and Hispanic students, and those from lower-income families, are steered into lower-track classes at disproportionate rates. In the last 15 years, a handful of school districts around the country have eliminated some tracked math classes.

While there’s been ample research on tracking’s negative effects, studies of positive effects resulting from detracking are scant. In perhaps the only attempt to summarize the detracking literature, a 2009 summary of 15 studies from 1972 to 2006 concluded that detracking improved academic outcomes for lower-ability students, but had no effect on average and high-ability students.

Proposals to curtail tracking often draw fiery opposition, sometimes scuttling the efforts. The Portland school district in Oregon planned to compress two levels of middle school math into one starting in 2023, but after criticism, said the issue needed more study. Gov. Glenn Youngkin of Virginia, a Republican, won office in 2021 on an education platform that included protecting tracking, after an outcry over a state department of education plan that included language about “improving math equity,” which some interpreted as limiting tracking. The San Francisco Unified School District, which in 2014 detracked math through ninthgrade, recently announced that it’s testing the reintroduction of a tracked system, following a lawsuit from a group of parents who alleged that detracking hurt student achievement.

The pushback, often from parents of high-track students with the time and resources to attend school board meetings, is part of why tracking, especially in math, remains common. In a 2023 survey of middle-school principals by the Rand Corporation, 39 percent said their schools group students into separate classes based on achievement.

But some places have changed their math classes with minimal backlash, and also ensured course rigor and improved academic outcomes. That’s often because they moved slowly.

Evanston Township High School, in Illinois, started detracking in 2010, collapsing several levels in two freshman-year subjects — humanities and biology — into one.

Then, for six years, the school made no other changes. That allowed leaders to work out the kinks and look at the data to make sure there were no negative effects on achievement, said Pete Bavis, the district’s assistant superintendent for curriculum and instruction.

Teachers liked the mixed-ability classes and asked to expand them to other subjects, so in 2017 the school began detracking sophomore and junior English, Geometry and Algebra II.

At South Side Middle School and High School on Long Island, detracking went even slower, taking 17 years to fully roll out. The district started in 1989 with middle-school English and social studies, and progressed to high school math and chemistry by 2006.

The pace let parents see it wasn’t hurting their children’s achievement, said former South Side High Principal Carol Burris. During that period, the proportion of students earning New York’s higher-level Regents diploma climbed from 58 percent in 1989 to 97 percent by 2005. “I always told parents, when we started moving this through the high school, ‘Look, if this isn’t working, I’m not going to do it. I’m not going to hurt your kid,’” she said.

Those slow rollouts contrast with what happened in the Shaker Heights City School District in Ohio in 2020. That summer, school leaders needed to simplify schedules to accommodate a mix of online and onsite students because of the pandemic. They saw an opening to do something that had long been in the district’s strategic plan: end tracking in most fifth- through ninth-grade subjects.

But teachers complained last spring that it had gone too quickly, saying that they didn’t get enough training on teaching mixed classrooms, and that course rigor has suffered. Even supporters of detracking suggested it had happened so fast that the district couldn’t lay the groundwork with parents.

Shaker Heights Superintendent David Glasner said he understands those concerns. But he said he also heard from parents, students and instructional leaders in the district who say they’re glad the district “ripped the Band-Aid off.”

In Troy, despite the pushback from parents, the school board ultimately voted 6-1 for the change, noting that the district had spent four years studying options and that teachers and outside experts largely supported the plan.

Machesky said if he had it to do over, he’d communicate with parents earlier. The anonymous email took advantage of an information void: The district had communicated the proposal only to parents of current and upcoming middle schoolers. Most who turned out to oppose it had younger kids and hadn’t been told, he said.

Leaders in Evanston and South Side both say they also framed detracking as a way to create more opportunities for all students. As part of getting rid of tracks, Evanston created an “earned honors” system. All students enroll in the same classes, but they can opt into honors credit — which boosts their class grade by a half-point, akin to extra credit — if they take and do well on additional assessments or complete additional projects.

School leaders in South Side also ensured that detracked classes remained as challenging as the higher-level classes had been previously, Burris said. To make sure students succeeded, the school arranged for teachers to tutor struggling students in a support class held two or three times a week and in a half-hour period before school, changing the bus schedules to make that work. Teachers also created optional activities for each lesson that would push higher-achieving students if they mastered the material being covered.

“You have to make sure you’re not taking something away from anyone,” said Burris.

To prepare for pushback, Evanston also formed a “rapid-response team” that answered parent questions about the new system within 24 hours and developed dozens of pages of frequently updated FAQs. That took the pressure off teachers, letting them focus on the classroom, said math department chair Dale Leibforth. By the end of the first year of detracking, the school had gotten just three complaints, all requests for fixes to narrow technical problems rather than wholesale critiques, said Bavis.

“We imagined a catastrophe,” he said. “We asked, ‘what could go wrong?’” and mapped how to handle each scenario.

In response to continued critiques of its detracking effort, last fall Shaker Heights pioneered another idea: an evening immersion experience that lets parents sit through detracked classes. The four mock sessions — two in literature and two in math — were followed by questions and answers.

Parents were respectful but probing: How do teachers work together to make the new system work? Do kids know when they’re grouped with others who are struggling in a skill? Are the books we worked with really at sixth-grade level? While there’s no data on the session’s effects, Glasner says they “absolutely did move the needle” on community opinion.

Research from the Century Foundation, a progressive think tank, suggests that districts should focus on how detracking helps all students, rather than emphasizing that the efforts are aimed to advance equity and benefit students in lower tracks, said senior fellow Halley Potter. That approach gives parents of higher-track kids the idea that their own child’s academics are being sacrificed to help others.

That fits with what Machesky thinks happened last spring in Troy. “We kind of got caught up with the equity arguments that were raging in districts nationally at the time,” he said.

After last May’s board vote, opponents launched a recall petition against three board members who’d voted in favor of the change. To get on the ballot, it needed 8,000 signatures but got fewer than half that.

Since then, the opposition there has gone silent.

Last fall the district held “math nights” to talk about the new system and let parents ask questions. The students have settled in. “I have received zero negative communication from parents — no emails, no phone calls — zero,” said Machesky.

Whether detracking spreads may depend on the experience of parents and students. Back on Long Island, parent Mindy Roman’s three children graduated from South Side High in 2009, 2012 and 2018, and she said she’s glad they were in classes with diverse groups of students. Her children didn’t have classes with a Black student until middle school because of the way elementary school lines were drawn, she said. And all three did well in the district’s detracked courses.

But Roman said she’s heard from current parents with the opposite experience. “It’s not ‘oh my God, my child is getting access to these unbelievable opportunities,’ but more like, ‘my kid is gonna get a 70 in a class when they could get a 90. I don’t want them to be put under that much pressure.’”

John Murphy, who was principal at South Side High from 2015 to 2023, said he started hearing around 2018 from people worried about the effects of the workload on their children’s mental health, and the school responded by giving less homework. Even so, “students are working way harder than they did 20 years ago,” said Murphy, now an assistant for human resources to Superintendent Matthew Gaven.

Still, academic outcomes at South Side have improved since the district eliminated tracking. In 2021-22, 89 percent of South Side graduates earned the highest-level diploma the state offers — the advanced Regents diploma — compared with 42 percent in New York state as a whole. Another 9 percent earned the Regents diploma.

That said, the district recently made an accommodation. Post-Covid, a small group of parents of middle schoolers told the district they didn’t think their children were ready for Algebra I because of the pandemic-era learning interruptions. So South Side Middle School retracked eighth-grade math starting in the 2023-24 school year, offering parents the choice of Algebra I or a grade-level math course. Gaven said that only around 7 percent of parents of eighth graders asked for that option, and that demand for it might taper as schools return to normal.

It’s an opt-in model far different from those that direct students into lower-level courses because of test scores or teacher recommendations, said Gaven. “We know our kids can handle algebra, but we respect our parents as partners and wanted to give them a voice and an option.”

Every school day, thousands of students are suspended for vague, subjective reasons, such as defiance and disorderly conduct. Our investigative team recently took a deep dive into these punishments, based on 20 states for which we were able to obtain data. Our analysis revealed more than 2.8 million suspensions and expulsions from 2017-18 to 2021-22 under these ambiguous categories. 

Here’s a closer look at some of what we found:

1. Suspensions for these categories of behavior are incredibly common. 

Our analysis found that nearly a third of suspensions and expulsions reported by states was meted out under these types of categories, which also included insubordination, disruptive behavior, and disobedience. 

In Alabama, educators have 56 categories to choose from as justification for student punishment; a full third in our sample were assigned for one of four vague violations. This is what the state calls them: “defiance of authority,” “disorderly conduct — other,” “disruptive demonstrations,” and “disobedience — persistent, willful.” 

In North Carolina, Ohio and Oregon, about half or more of all suspensions were classified in similar categories. 

There are a few reasons why these categories are so widely used. For one, they often capture the low-level infractions that are most common in schools, such as ignoring a teacher’s direction, yelling in class or swearing. By comparison, more clearcut and serious violations, such as those involving weapons or illegal substances, are rarer. They made up only 2 percent and 9 percent of the discipline records, respectively. 

But experts also say that terms such as disorder or defiance are so broad and subject to interpretation that they can quickly become a catchall. For instance, in Oregon, the umbrella category of disruptive behavior includes insubordination and disorderly conduct, as well as harassment, obscene behavior, minor physical altercations, and “other” rule violations.

2. Educators classify a huge range of behavior as insubordination or disruption. 

As part of our reporting, we obtained more than 7,000 discipline records from a dozen school districts across eight states to see what specific behavior was leading to suspensions labeled this way. It was a wide range, sometimes even within a single school district. Sometimes students were suspended for behavior as minor as being late to class; others, because they punched someone. And it was all called the same thing, which experts say prevents school discipline decisions from being transparent to students and the greater public. 

There were some common themes though, behaviors like yelling at peers, throwing things in a classroom or refusing to do work. We developed a list of 15 commonly repeated behaviors and coded about 3,000 incidents by hand, marking whether they described that type of conduct. We used machine learning to analyze the rest.

In fewer than 15 percent of cases, students got in trouble for using profanity, or for talking back, or for yelling at school staff. In at least 20 percent of cases, students refused a direct order and in 6 percent, they were punished for misusing technology, including being on their cell phones during class or using school computers inappropriately.

3. Inequities can be even more pronounced in these ambiguous categories. 

We know from decades of research and federal data collection that Black students are more likely to be suspended from school than their white peers. In many places, that is especially true when it comes to categories like insubordination. 

In Indiana, for example, Black students were suspended or expelled for defiance at four times the rate of white students on average. In 2021-22, eight Black students received this punishment per 100 students, compared with just two white students. In all other categories, the difference was three times the rate. 

Research suggests that teachers sometimes react to the same behavior differently depending on a child’s race. A 2015 study found that when teachers were presented with school records describing two instances of misbehavior by a student, teachers felt more troubled when they believed a Black student repeatedly misbehaved rather than a white student.

They “are more likely to be seen as ‘troublemakers’ when they misbehave in some way than their white peers,” said Jason Okonofua, assistant professor at University of California-Berkeley and a co-author of the study. Teachers are usually making quick decisions in situations where they are removing a child from the classroom, he said, and biases tend to “rear their heads” under those circumstances.

Similar disparities exist for students with disabilities. In all states for which we had demographic data, these students were more likely to be suspended for insubordination or disorderly conduct violations than their peers. In many states, those differences were larger than for other suspensions. 

4. Suspension rates vary widely within states. 

Further underscoring how much educator discretion exists in determining when or whether to suspend a student, individual districts report hugely different suspension rates. 

Take Georgia, for instance, which allows for students to be punished for disorderly conduct and “student incivility.” In 2021-22, the 3,300-student McDuffie County School System cited these two reasons for suspensions more than 1,250 times, according to state data. That’s nearly 40 times per 100 students. Similarly sized Appling County issued so few suspensions for disorderly conduct and student incivility that the numbers were redacted to protect student privacy.

Pero el distrito sigue comprometido con sus cambios. Últimamente, directores de escuela y educadores de matemáticas veteranos han convencido a algunos exalumnos a que se unan a las filas docentes de Union. Shannan Bittle, especialista en matemáticas de secundaria en Union, dijo que los nuevos programas académicos del distrito, como aviación y construcción, podrían ofrecer a los estudiantes más formas de aplicar matemáticas avanzadas en empleos lucrativos.

Tomar álgebra o matemáticas de un nivel superior en la escuela intermedia coloca al estudiante en el camino de tomar cálculo en la escuela secundaria, lo cual abre puertas a universidades selectivas y se considera un curso de entrada para muchas carreras STEM, las cuales son bien remuneradas. Datos federales sobre educación muestran que los estudiantes blancos en la escuela secundaria se matriculan en cálculo a una tasa casi ocho veces mayor que la de sus pares afroamericanos y aproximadamente el triple del promedio de los estudiantes latinos.

Aun así, los enfoques que algunos distritos escolares han adoptado para aumentar la diversidad estudiantil en las clases de matemáticas han generado controversia.

En San Francisco, el distrito escolar eliminó clases de matemáticas aceleradas en las escuelas intermedias y secundarias en 2014 para poner fin a la segregación por capacidad, lo cual provocó protestas de padres. Tres años después, Cambridge Public Schools en Massachusetts comenzó a desmantelar su política de itinerarios de matemáticas aceleradas o de nivel de curso. Cerca de Detroit, el consejo escolar de Troy eligió eliminar las clases de matemáticas avanzadas para las escuelas intermedias empezando más tarde este año.

Asimismo, el año pasado la junta de educación del estado de California adoptó nuevas pautas curriculares que, entre otras ideas, alientan a las escuelas a posponer álgebra hasta el noveno grado. La junta insistió que el esquema “afirma el compromiso de California de garantizar la equidad y la excelencia en el aprendizaje de matemáticas para todos los estudiantes”. Pero los críticos, entre ellos profesores de matemáticas y ciencias, han opinado que hace lo contrario, al negar a los estudiantes la preparación académica que les hace falta para tener éxito.

“Veo el valor, en teoría”, dijo Rebecka Peterson, profesora de matemáticas de Union High y la Maestra Nacional del Año 2023, acerca de esfuerzos como el de California. Pero añadió: “Cada niño es distintivo, y como madre, una talla única no es lo que quiero para mi hijo”.

Peterson comenzó a trabajar en las escuelas de Union hace unos 12 años, impartiendo clases de matemáticas desde álgebra de nivel intermedio hasta cálculo de Advanced Placement. Desde el principio, Peterson notó la división demográfica en sus clases: “Somos un distrito con una riqueza cultural, y, sin embargo, mis clases de cálculo eran en su mayoría blancas”, dijo.

Decidió hablar con su directora de escuela en ese entonces, Lisa Witcher. Las dos descubrieron que, aunque Union High recibía a estudiantes de todos los 13 campus de primaria del distrito, los estudiantes de cálculo de Peterson venían principalmente de solo tres: los más blancos y ricos de las escuelas primarias de Union.

Poco después, oficiales administrativos del distrito recurrieron a Witcher para encabezar un nuevo programa de universidad temprana. Ella comenzó a reclutar estudiantes que habían tomado geometría en su primer año, pero descubrió que solo un décimo de los estudiantes afroamericanos de primer año en Union eran elegibles para inscribirse en esa clase. No habían tomado la clase requerida para entrar, Álgebra I, en octavo grado.

“Eso provocó algunas conversaciones incómodas”, dijo Witcher, quien se jubiló del distrito en 2021.

Al final, los administradores encontraron que la causa de la falta de diversidad estudiantil en las clases de matemáticas avanzadas de la escuela intermedia y secundaria se encontraba en el quinto grado. Este descubrimiento provocó una serie de cambios que comenzaron hace aproximadamente una década. El distrito escolar no eliminó el examen de quinto grado que servía como entrada a las matemáticas avanzadas, pero hoy los estudiantes pueden tomar el examen múltiples veces. Las escuelas primarias ofrecen tutores de matemáticas a partir del tercer grado, con programas extraescolares para estudiantes rezagados en la materia. Los maestros pueden recomendar a estudiantes prometedores a tomar matemáticas avanzadas de sexto grado, independientemente de su desempeño en el examen de nivel. Un administrador central también revisa las calificaciones de los estudiantes y el progreso en los exámenes de competencia para automáticamente inscribir estudiantes en clases aceleradas. (Se les envía una carta a los padres notificándoles sobre la inscripción automática y en ese momento pueden optar por que sus hijos no participen).

“Los perseguimos a todos los rincones del distrito escolar”, dijo Todd Nelson, ex profesor de matemáticas que ahora supervisa datos, investigaciones y pruebas del distrito.

Desde 2016, ha aumentado la diversidad de los estudiantes matriculados en los cursos avanzados de matemáticas del distrito. Ahora los estudiantes latinos representan el 29 por ciento de la matrícula total, antes representaban el 18 por ciento. Los estudiantes afroamericanos y multirraciales representan cada uno el 10 por ciento de la matrícula, en el 2016 representaban cerca del 8%.

Sin embargo, más recientemente la participación en matemáticas de nivel superior ha disminuido en todos los subgrupos de estudiantes en las escuelas de Unión. Las cifras del distrito muestran que esta tendencia comenzó antes de la pandemia, especialmente en las escuelas secundarias. Pero los administradores dicen que la interrupción debido a los cierres de las escuelas contribuyó a una persistente aversión a inscribirse en cursos desafiantes. En la clase de sexto grado de Woodfin, Vianca, de 11 años, no estaba segura de cómo había terminado en la clase de matemáticas avanzadas. Recordó haber tomado un examen “súper difícil” cuando estaba en quinto grado y se registró para matemáticas estándar en la escuela intermedia.

“Parece que me colocaron aquí”, dijo.

Vianca dijo que la materia le ha sido un desafío este año. Pero un cambio reciente en los horarios de sexto grado que agrega más tiempo para las matemáticas significa que tiene 90 minutos con Woodfin cada día, en lugar de solo 45.

“Ella siempre va más despacio” cuando le parece demasiado, dijo Vianca sobre su maestra. “Puedo pedir ayuda”.

Duplicar la cantidad de tiempo para las matemáticas para los estudiantes de sexto grado en Union ha tenido un costo. Algunos padres se enojaron ante la reducción de actividades extracurriculares, como arte o música. El cambio requirió duplicar el número de profesores de matemáticas de secundaria, y los directores de escuela ya habían tenido dificultades para reclutar profesores para esas materias. (El año pasado, la tasa de rotación de docentes de Oklahoma alcanzó el 24 por ciento, la tasa más alta en una década, según datos estatales.)

La falta de diversidad docente también complica la misión general del distrito de incrementar la diversidad estudiantil en las matemáticas avanzadas, reconoció Bittle. Solo dos de aproximadamente 90 profesores de matemáticas de escuelas intermedias y secundarias se identifican como afroamericanos; y los esfuerzos para reclutar en Langston University, la única universidad históricamente afroamericana del estado, aún no han sido exitosos. Bittle añadió que los bajos salarios docentes en Oklahoma no ayudan. Las escuelas de los estados vecinos tienden a ofrecer mucho más que el salario inicial para profesores en Oklahoma de aproximadamente $40,000 anuales.

Las investigaciones acerca del debate sobre la eliminación de los sistemas de seguimientos demográficos presentan un panorama complicado. “Esto seguirá siendo turbio”, dijo Kristen Hengtgen, analista senior de Education Trust. “El proceso de eliminar los sistemas de itinerarios parece tener buenas intenciones, pero todavía no hemos visto de manera concluyente que funcione”.

Sin embargo, Unión sigue comprometido con sus esfuerzos. Y en una clase de cálculo totalmente silenciosa, donde sólo el zumbido del sistema de climatización interrumpía el frotar de los lápices, los estudiantes permanecían comprometidos con sus propios trabajos.

Lizeth Rosas estaba sentada en la última fila. Vestida con bata azul brillante del programa de enfermería que tendría más tarde ese día, la joven de 18 años garabateó notas sobre cómo encontrar el valor promedio de fricción en un intervalo determinado.

Rosas planea trabajar como enfermera práctica con licencia después de graduarse y supone que las conversiones de medicamentos y líquidos intravenosos requerirán matemáticas. Su padre, quien dirige su propia empresa de remodelación, no puede ayudarla con sus tareas de cálculo, dijo ella. Pero su programa de enfermería, parte de un programa de extensión de la escuela secundaria en el cercano Tulsa Technology Center, ofrece tutoría académica.

“No me hace tanta falta”, dijo Rosas. “Los profesores aquí son realmente atentos. Simplemente me ayudan. Me recuerdan que puedo hacerlo”.

Students gather once a month at my high school for what we call “equity lunch chats” with teachers and administrators. The students ask about many topics, including tardy policies, access to athletics and clubs, and even treatment by deans and security. Their questions give the adults like me in the room a glimpse into their world. But no matter how the conversation starts, the students — nearly half of whom are Black, Asian, Hispanic or multiracial — often come back to complaints about the lack of diversity in our school’s textbooks and educational materials.

They want to see themselves and their cultures reflected in the books we read, and they don’t want token representation. They want more diverse classroom experiences.

“I appreciate that my teachers try to offer different narratives,” a student said at one of our sessions discussing teaching materials featuring history and stories from all continents, “but they always seem to be about hardship or having to overcome an obstacle. We are never just the average main character.” Another student pointed out that he already knows about the “famous people of color, but never hears about the everyday lives of them.”

As a Colorado secondary school history teacher and former English teacher, I believe, and research shows, that student achievement improves when learners are personally engaged. Higher engagement correlates with higher productivity, work quality and satisfaction — and even improved attendance rates.

Students tell us this every day in ways big and small. I see them clamor for Zheng He, Simon Bolivar, Cesar Chavez, Mary Wollstonecraft and Haile Selassie when they choose research topics. In her research paper this year, a student named Briana who picked Cesar Chavez wrote that she had never been given so many choices before, and that “the choices have never included topics that make me feel like I am learning about my own heritage at the same time. I am so proud to be Hispanic and loved researching a personal hero of mine.”

I also see my students’ hands go up when we study world religions, and they can share a story from home. They nod along as we cover topics that connect to stories their grandparents shared with them, like tales of migration and cultural celebrations.

It’s time we listened to our students and strengthened our curriculums to teach a balanced history that honors all cultures and narratives. Here are a few ways we can do this:

Improve instructional materials. Our long-standing curricula highlight a Eurocentric global history and white-centric American history, with only small cameos by the people who were enslaved, harmed and marginalized. Gathering a team of students and educators to advise on an inclusive curriculum would give students a voice in the process and create a starting place for teachers like me as we build our own classroom lesson plans.

Provide all students opportunities to advocate for inclusive sources. When students have voice and choice in their learning, they are more inclined to participate and succeed. Teachers can learn from those choices and adapt long-term lesson-planning to respond to the various needs and interests of all their students. High schools can build student-led spaces like those in our equity lunch chats, where students suggest texts and topics, and history classes like mine can support the mission of making our curriculum more inclusive.

Provide educators with the time and training to be culturally responsive teachers. As schools across the country welcome more diverse student populations (including 2,800 migrant children newly enrolled in Denver schools in January), the need for teachers to be culturally responsive is ever more pressing. States should offer teachers stipends and extra time to diversify their historical knowledge and then build lessons and materials to reflect it. Districts should also consider bringing in students and experts in equity studies as sounding boards and editors for these new curriculums.

In the meantime, I look forward to our lunch chats and to learning from our students about how we can listen better and make real gains toward their goal of a more equitable education. We must continue to be advocates for an inclusive learning experience that allows for honesty, connection and relevance for all our learners.
